The key dates in the SIL mandatory registration and Practice Standards reform, from the December 2025 announcement through to 2028.
December 2025
The Minister for the NDIS announces mandatory SIL registration from 1 July 2026. A new registration group — 0138 (Assistance with Supported Independent Living) — is created, with new SIL Practice Standards to accompany registration.
February–March 2026
The SIL Practice Standards are pilot-tested with 12 registered providers in real audit settings. The Commission confirms strong sector support and identifies areas for strengthened guidance.
April 2026
The NDIS Amendment (Integrity and Safeguarding) Act 2026 is passed by Parliament (1 April), significantly increasing civil penalties for contraventions. The draft SIL Practice Standards module is published publicly.
1 July 2026 — Mandatory date
The SIL Practice Standards come into force and mandatory registration begins. The new registration group 0138 is active. All providers delivering SIL must have commenced a registration application or already be registered. Unregistered providers who apply by 1 October 2026 can continue delivering during the transition.
1 October 2026 — Hard cliff
Unregistered SIL providers who have not lodged a registration application by this date must cease delivering SIL immediately. Continuing without registration may breach the NDIS Act — maximum penalty 2 years imprisonment, 120 penalty units, or both.
2026–2027
Registration applications are processed (typically 8–12 months end to end). Auditor capacity is under pressure as the mandatory cohort enters the queue simultaneously. The first Certification audits against the new SIL-specific module are completed.
1 January 2027
New conditions for platform providers (registration group) take full effect. The SIL audit methodology continues to be refined based on post-pilot findings.
2027–2028
Broader NDIS Practice Standards review outcomes are published and implemented. SDA/SIL legal separation options are further developed. Ongoing NDIS Amendment measures are rolled out.
